Stellar Lumens (XLM) is legal to buy and sell in Indonesia through platforms licensed by OJK, the Financial Services Authority, and you can trade it directly against the rupiah on at least six local apps. The live XLM/IDR widget above converts the global market price into rupiah. Below we cover the rules, the tax you pay when you sell, where liquidity actually sits and how Stellar might one day fit into Indonesia’s huge remittance flows.
If you have searched “harga XLM”, you have already met the most common local phrasing: harga means price, so “harga XLM hari ini” is simply “XLM price today”. Indonesians search the ticker far more than the full name “Stellar Lumens”, which never gets translated. You will also hear aset kripto (the legal term), koin (any coin or token) and cuan, slang for profit that you will see in every Telegram trading group.
- Crypto supervision moved from Bappebti to OJK on 10 January 2025; the core rulebook is POJK 27/2024.
- XLM is traded in rupiah by several OJK-licensed traders, which tells you it sits on the exchange’s approved asset list.
- Buying carries no VAT; selling on a local platform triggers a 0.21% final income tax, withheld automatically.
- XLM/IDR order books are thin, and no Stellar anchor pays out rupiah yet.
Indonesia’s crypto market in numbers
Indonesia is one of Asia’s largest retail crypto markets by headcount. OJK’s monthly data showed 23.21 million consumer accounts in August 2026, up 1.23% on the month, with Rp23.16 trillion in spot transactions that month and a further Rp4.56 trillion in crypto derivatives (OJK data via Investortrust). OJK counts accounts, not people, so one person with three apps counts three times.
Trading activity is lower than at the peak. Full-year transaction value for 2025 came to Rp482.23 trillion, down from more than Rp650 trillion in 2024 (Bisnis.com). The money also concentrates in a handful of assets: in April 2026 the top five coins by volume on the CFX exchange were USDT, BTC, ETH, PIPPIN and BTT. XLM was not among them, so think of Stellar as a mid-sized altcoin in Indonesia rather than a local favourite.
On the global stage, Chainalysis ranked Indonesia #14 in its 2026 Global Crypto Adoption Index, which uses a new methodology built on total flows, balances, P2P activity and cross-border flows (Chainalysis). The country was #7 in 2025 under the old method, but because the formula changed, the two ranks are not a like-for-like trend.
Is crypto legal in Indonesia? OJK and POJK 27/2024
Yes, as an asset you can trade. Indonesia never banned crypto; it regulated it as a commodity under Bappebti, the futures regulator in the Ministry of Trade. Under Government Regulation PP 49/2024, supervision passed to OJK on 10 January 2025, with Bank Indonesia picking up related powers (Bisnis.com). So if an app still says “terdaftar di Bappebti”, the wording is out of date.
The core rulebook is POJK 27/2024 on trading digital financial assets including crypto, later amended by POJK 23/2025. OJK uses a new umbrella term, aset keuangan digital (AKD), and calls a licensed trading platform a pedagang aset keuangan digital, or PAKD. Behind the consumer apps sit an exchange (bursa, mainly CFX), a clearing house and custodians (kustodian). The number of licensed PAKDs was 25 in October 2025, 26 in May 2026 and 28 by September 2026, when it said it had finished processing every application inherited from Bappebti. It has also refused licences, so “applied” is not the same as “approved”.
What crypto is not, is money. Rupiah is the only legal means of payment under the Currency Law (UU 7/2011), and Bank Indonesia’s governor has repeated that crypto cannot be used to pay for things (Bisnis.com).
Has OJK approved XLM?
Under POJK 27/2024 the exchange, not OJK directly, sets the list of crypto assets that may be traded, and licensed traders may not deal in anything outside that list. The list is long: CFX reported 1,245 assets at the end of April 2026. We could not retrieve a line-by-line copy naming XLM. What we can say is that XLM trades live in rupiah on several OJK-licensed platforms, and since trading off-list assets is prohibited, XLM must be on it. The honest phrasing is “XLM is traded by OJK-licensed platforms”, not “OJK approved XLM”. For the bigger picture of how regulators treat Stellar, see our XLM regulation and safety guide.
Crypto tax in Indonesia: 0.21% on sales, no VAT
Indonesia rewrote its crypto tax with PMK 50/2025, in force from 1 August 2025. The headline change: crypto is now treated like securities for VAT purposes, so purchases no longer carry VAT, while the final income tax on sales went up (DJP article; Bisnis.com summary).
| Situation | Tax under PMK 50/2025 | How it is collected |
|---|---|---|
| Buying crypto | No VAT | Nothing extra on the buy |
| Selling on a licensed local platform | 0.21% final income tax | Withheld by the platform |
| Selling on an appointed foreign platform | 1% | Withheld by the platform |
| Selling on an unappointed foreign platform | 1% | Seller pays it themselves |
For context, the previous regime (2022 to July 2025) charged 0.1% income tax plus 0.11% VAT on registered traders, so the total burden on a round trip is similar but now falls entirely on the sale.
In practice the 0.21% bites on the sell side. Reku’s published fee schedule, for example, shows buys charged the platform fee plus a 0.00555% CFX levy, while sells add the 0.21% tax on top. Because it is a final tax on gross value, it applies to losing trades too: sell Rp10 million of XLM and about Rp21,000 goes to the tax office. The bigger gap is between local and offshore venues: 0.21% versus 1% is a strong reason to keep rupiah trades on a licensed PAKD.
XLM/IDR: where Stellar Lumens trades in rupiah
At our latest check, six OJK-licensed traders had a live XLM/IDR market: Pintu, Reku, Triv, Indodax, Upbit Indonesia and Bittime. Pintu and Reku confirmed XLM/IDR through their public price APIs, Triv lists XLM against both IDR and USDT, Upbit Indonesia runs IDR-XLM, USDT-XLM and BTC-XLM markets, and Indodax and Bittime show active XLM/IDR trading on CoinGecko. Ajaib and Pluang appear to offer XLM too, but we could not confirm it directly, so check in the app.
One popular name is missing: Tokocrypto has no XLM/IDR pair. Its API lists XLM only against USDT, USDC and other dollar-linked tokens, so a rupiah buyer would first need to buy a stablecoin and then trade it for XLM, with two spreads instead of one.
Rupiah order books for XLM are small. When we checked CoinGecko, the combined daily XLM/IDR volume on Indodax and Bittime was in the tens of thousands of US dollars, a rounding error next to the dollar-stablecoin markets. For small tickets that hardly matters; for larger amounts, split orders and compare quotes with the live XLM price to limit slippage. The full platform-by-platform comparison, including fees and app experience, is in our guide to XLM exchanges in Indonesia.
How to buy XLM in Indonesia with rupiah
Expect identity verification with your KTP, then a rupiah deposit, then the trade. Bank transfer and virtual account (VA) deposits are standard across the big apps. Some platforms also take e-wallets and QRIS. Reku’s published schedule is a good illustration of the cost spread: bank transfer and VA free, QRIS 0.7%, ShopeePay 1.5%, and OVO, DANA or LinkAja 1.665%, with a Rp10,000 minimum deposit. Those percentages matter more than most trading fees, so pick the cheap rail.
- Pick a licensed platformChoose an app that appears on OJK’s list of licensed PAKDs and has an XLM/IDR pair. Check the licence on OJK’s website rather than trusting an app-store description, which may still mention Bappebti.
- Verify your identityComplete the platform’s KYC with your KTP, using your details exactly as they appear on the card and on your bank account. Licensed traders must know who their customers are.
- Deposit rupiahUse bank transfer or a virtual account where they are free; e-wallets and QRIS are convenient but can cost 0.7–1.7% at some platforms.
- Buy XLM and decide where to keep itPlace a market or limit order on XLM/IDR. For long-term holding, consider moving your lumens to a self-custody Stellar wallet, remembering that a Stellar account needs a 1 XLM minimum balance.

Remittances into Indonesia and where Stellar could fit
Indonesia received US$17.60 billion in personal remittances in 2025, up from US$16.04 billion a year earlier, according to the World Bank’s indicator data. Much of that is sent by pekerja migran Indonesia (PMI), Indonesians working abroad, which makes it one of the region’s big inflow corridors. Picture a domestic worker in Hong Kong sending HK$4,000 home to her family in East Java every month: every percentage point of fees is food money.
This is the problem Stellar was built for: ledgers close in about five seconds, fees are a fraction of a cent, and anchors (regulated on- and off-ramps) turn stablecoins such as USDC back into local cash. Our cross-border payments explainer shows how the pieces connect.
The honest Indonesian picture is less exciting today. We found no live Stellar anchor paying out rupiah, no rupiah stablecoin issued on Stellar and no SDF partnership with an Indonesian bank. Private rupiah stablecoins such as IDRT, XIDR and IDRX exist on other chains, and Bank Indonesia is working on its own digital rupiah token, but none is on Stellar as far as we could find. SDF’s business team has said it plans anchor networks in Indonesia, the Philippines and Vietnam; until one launches, that is a plan. What does work right now is narrower: platforms such as Triv run native XLM deposits and withdrawals, so a relative abroad could send XLM to an Indonesian account and the recipient could sell it for rupiah. That route carries price risk while the coins are in transit, the 0.21% sales tax and thin IDR liquidity, so for regular family support a licensed remittance company is often still the simpler choice. Practical safety tips for Indonesian XLM buyers
For most buyers the biggest risk is not the Stellar network itself but social engineering. Fake “admin” accounts on Telegram and WhatsApp, investment groups promising guaranteed cuan, and look-alike apps outside the Play Store are the usual traps. OJK has warned that illegal crypto traders face fines of up to Rp1 trillion and up to 10 years in prison, which tells you how seriously it treats unlicensed operators, but a fine on the operator does not return your money.
- Check the platform’s licence on OJK’s site or its published whitelist before depositing.
- Never share your OTP, PIN or seed phrase, and ignore anyone who contacts you first offering help.
- When withdrawing XLM to an exchange, copy the memo exactly; a missing memo can delay or lose the deposit.
- Send a small test amount first, and keep long-term holdings in a wallet you control.
- Treat “XLM signal” groups and guaranteed-return schemes as red flags, whoever endorses them.
XLM is a volatile asset, and nothing on this page is investment advice. Buy only what you can afford to see fall, and check the live XLM/IDR price rather than screenshots shared in chat groups. For neighbouring markets, compare how Vietnam regulates crypto or return to the Asia hub.
Local terms you will see in Indonesian crypto apps
A little vocabulary makes Indonesian apps and news far easier to follow. Aset kripto is the standard legal and media term, while OJK’s newer umbrella is aset keuangan digital. Koin covers any coin or token, so “koin XLM” is just XLM. Beli and jual mean buy and sell, dompet is a wallet, setor and tarik are deposit and withdraw, and biaya is the fee. Terdaftar OJK or berizin OJK means registered or licensed with OJK, the phrase worth looking for. And when a stranger promises easy cuan, that is your cue to slow down.
Frequently asked questions
Is crypto legal in Indonesia?
Yes, as a tradable asset. Since 10 January 2025 crypto trading is supervised by OJK under POJK 27/2024, and residents are expected to use licensed traders (PAKD). Crypto is not a legal means of payment: rupiah remains the only legal tender.
What does "harga XLM" mean?
"Harga" is Indonesian for price, so "harga XLM hari ini" simply means the XLM price today. Local apps usually show it in rupiah (XLM/IDR), and the figure can differ slightly between platforms because each runs its own order book.
How is crypto taxed in Indonesia?
Under PMK 50/2025, in force since 1 August 2025, buying crypto carries no VAT. When you sell on a licensed domestic platform, a final income tax of 0.21% of the transaction value is withheld automatically; foreign platforms appointed by the tax office withhold 1%.
Where can I buy XLM in Indonesia?
At our latest check XLM/IDR markets were live on Pintu, Reku, Triv, Indodax, Upbit Indonesia and Bittime, all OJK-licensed traders. Tokocrypto lists XLM only against USDT and USDC. Our Indonesian exchange review compares them in detail.
Can I use Stellar to send money home to Indonesia?
Technically yes, because several local platforms accept XLM deposits, but there is no live Stellar anchor paying out rupiah yet. Sending XLM means price risk, a 0.21% tax when you sell and thin IDR order books, so compare it with licensed remittance services first.
