Where to buy XLM in Taiwan: the short answer
If you are asking where to buy XLM in Taiwan, here is the plain answer: none of the FSC-registered exchanges we could verify listed XLM at our latest check. BitoPro’s own API showed no XLM pair. MAX, the MaiCoin group’s exchange, showed no XLM in CoinGecko’s market data. We could not confirm HOYA BIT or XREX either way. And across CoinGecko’s entire XLM market list, there was no XLM/TWD pair anywhere in the world.
That does not make XLM illegal in Taiwan. It means the usual route, depositing New Taiwan dollars and buying XLM on a local order book, does not exist today. This page reviews each registered platform’s XLM status, explains what that leaves buyers with, and covers withdrawals under the new travel rule. What “registered” means for a Taiwanese crypto exchange
Search for the best crypto exchange in Taiwan and you will see “licensed” used loosely. Today, Taiwanese platforms are registered with the Financial Supervisory Commission under the Money Laundering Control Act. That is an anti-money-laundering registration, supervised by the FSC’s Securities and Futures Bureau, not a full operating licence. Running a crypto platform without it can bring up to two years in prison, and unregistered firms had to stop serving customers from 1 April 2025.
The register has changed several times. The first list, on 22 September 2025, named nine firms, as TechNews reported. HzBit then ceased operations in January 2026, two firms joined on 3 September 2026, and BitstreetX followed later that month, for 11 registered VASPs according to media reports of FSC announcements. One of the new names, Liminal, is registered for custody only.
Real licensing comes with the Virtual Asset Service Act, passed on 30 June 2026. The FSC expects it to take effect in the first quarter of 2027 at the earliest, after which registered platforms get 12 months to apply and 21 months to be licensed. Among other things, the Act introduces a statutory listing review, which could shape which coins Taiwanese platforms offer in future.
Taiwan’s registered exchanges and XLM, reviewed
We checked each platform’s public API where we could reach it, and CoinGecko’s exchange data otherwise. We do not quote trading fees, because we could not verify current fee schedules on the platforms’ own pages.
MAX Exchange and MaiCoin: no XLM in tracked markets
MaiCoin (現代財富科技) was on the first registration list, and its group also runs MAX Exchange. If you searched “maicoin xlm”, here is what we found. CoinGecko’s market list for MAX showed 47 pairs, including USDT/TWD, XRP/TWD, ADA/TWD, DOGE/TWD and XTZ/TWD, but no XLM. One caveat: that list showed no ETH pair either, so it may be incomplete, and MAX’s own API blocked requests from our location. If you already use MAX or the MaiCoin app, search for XLM in the app before drawing conclusions. We found no evidence of it.
BitoPro: no XLM pair in its API
BitoPro (幣託科技) is another registered platform, and its co-founder chaired Taiwan’s VASP industry association when it was founded in 2024. Its public trading-pairs API listed 35 pairs, and none involved XLM. The list does include USDT/TWD, USDC/TWD and XRP/TWD, so the gap is a listing choice rather than a technical limit. So the answer to “bitopro xlm” is no, at least at our latest check.
HOYA BIT and XREX: not verified
HOYA BIT (禾亞數位科技) is registered, but we found no evidence that it lists XLM. Its app store description mentions coins such as USDT, BTC, ETH, POL and DOGE. HOYA BIT is also known for strict withdrawal rules. Since 1 November 2025 it has allowed withdrawals only to FSC-registered exchanges or exchanges in CoinMarketCap’s top 30, according to Blocktempo. XREX (鏈科) is registered too, and an XREX executive was the industry association’s founding vice-chair, but its market list requires a login, so its XLM status is unconfirmed.
Other registered names
The register also includes TWEX, TSG EX, BitstreetX, KryptoGO, ZONE Wallet and Chainss. We did not check these for XLM, so treat any claim that one of them sells XLM for TWD with care until you see the pair in the app yourself.
ACE Exchange: not an option
ACE Exchange did not register, stopped crypto services in April 2025, and its executives have been indicted in fraud and money-laundering cases, as Blocktempo reported. Users reported frozen withdrawals. Older comparison articles may still list it. Ignore them.

What this means for XLM buyers in Taiwan
With no XLM/TWD market, Taiwanese buyers typically take a two-step route. First they buy a stablecoin, usually USDT, with New Taiwan dollars on a registered platform; USDT/TWD is a standard market on both MAX and BitoPro. Then they trade that USDT for XLM on a platform with an XLM/USDT pair, which in practice tends to be offshore. Our guide to stablecoins on Stellar explains how USDT and USDC fit into the wider picture.
That second step is where the law matters. Under current rules, a foreign platform that solicits Taiwanese users must register a local company or branch, and the FSC has said unlicensed platforms will be illegal once the new Act applies, as Business Next reported. We do not recommend any unregistered platform to Taiwanese residents. Gains made through offshore platforms are also treated as overseas income for tax purposes, which our Taiwan country guide explains.
Why is XLM missing in the first place? We found no public explanation from any platform, and we will not guess at one. Listing decisions in Taiwan already pass through industry self-regulation: the VASP association’s rules, published on 30 November 2024, include a listing and delisting review. Under the new Act that review becomes a legal requirement. Until a registered platform decides to list XLM and opens a TWD market, there is no local order book we can point you to, and any new listing would show up in the platform’s own announcements first.
For TWD deposits on registered platforms, expect a bank transfer or a virtual account in your own name. We could not verify each platform’s bank list or limits, so check the deposit screen in the app.
Global options and foreign platforms
For readers outside Taiwan, a Taiwanese exchange is the wrong tool anyway; a platform licensed where you live is simpler. One long-running option is CEX.IO, founded in 2013. It sells XLM by card to verified customers in eligible countries, and its UK entity is registered with the FCA under the Money Laundering Regulations. Availability depends on your country, so check before you sign up. It did not appear among Taiwan’s registered VASPs in the reports we checked, and Taiwan’s rules on foreign platforms apply to anyone resident there.
If you are comparing markets, Malaysia shows what a local XLM market looks like: Luno and Hata, two registered exchanges there, quote XLM in ringgit, as our Malaysia exchange review explains. The general how to buy Stellar Lumens guide compares card, bank and exchange routes.
Withdrawing XLM: memo, travel rule and platform limits
However you end up holding XLM, moving it safely follows the same steps.
- Check your platform's withdrawal rulesSome Taiwanese platforms limit where you can send coins. HOYA BIT, for example, allows withdrawals only to registered or top-30 exchanges. Confirm the destination is allowed before you start.
- Expect travel-rule dataFrom October 2026, transfers of NT$30,000 or more between domestic platforms must carry the sender’s date of birth and address, as reported by Anue. Cross-border transfers are expected to follow by the end of 2027.
- Copy the memo exactlyExchanges use a memo to credit XLM deposits to the right customer, so a missing or wrong one can delay or lose your coins. A personal wallet usually does not need one. Our XLM fees and speed guide explains how memos work.
- Send a test firstStart with a small amount and confirm it arrived on the Stellar network. A new Stellar account needs at least 1 XLM to activate.
For long-term holding, our Stellar wallets guide helps you pick self-custody.
How to choose the best crypto exchange in Taiwan
For Bitcoin, Ether or USDT, the choice is straightforward: pick a platform on the FSC’s register, then compare fees, deposit methods and app quality yourself. For XLM, the honest answer is that Taiwan’s registered market does not offer it in New Taiwan dollars, and we could not find it on any registered platform we were able to check. That may change. The new Act’s listing review and the coming licensing round could reshape what local platforms offer, so check again before you decide.
Until then, keep three rules. Stay with platforms whose registration you can confirm. Do not trust a TWD price for XLM unless you can see the order book behind it, and compare any quote with the global price on our XLM price page. And read our regulation and safety guide before committing serious money. XLM is volatile, and nothing here is investment advice.
Frequently asked questions
What is the best crypto exchange in Taiwan for XLM?
At our latest check, none of the FSC-registered exchanges we could verify listed XLM. BitoPro's API had no XLM pair and MAX showed none in CoinGecko's data, while HOYA BIT and XREX could not be confirmed. For other coins, choose a platform on the FSC's register and compare fees and deposits in the app.
Does MaiCoin or MAX list XLM?
Not in the data we could check. CoinGecko's market list for MAX Exchange, run by the MaiCoin group, showed 47 pairs including XRP, ADA and DOGE, but no XLM. CoinGecko's list may be incomplete and MAX's own API was not reachable from our location, so confirm in the app.
Can I buy XLM on BitoPro?
No, not at our latest check. BitoPro's public trading-pairs API listed 35 pairs, including USDT/TWD and XRP/TWD, and none of them involved XLM. BitoPro is an FSC-registered platform.
Can Taiwanese residents use foreign exchanges to buy XLM?
Foreign platforms that solicit Taiwanese users currently need to register a local company or branch with the FSC, and the FSC has said unlicensed platforms will be illegal once the Virtual Asset Service Act applies. Check a platform's status before using it. Our Taiwan country guide explains the rules.
Does the travel rule affect XLM withdrawals in Taiwan?
Yes. From October 2026, transfers of NT$30,000 or more between domestic platforms must carry the sender's date of birth and address. Some platforms also restrict where you can withdraw, so check the rules before moving XLM.
