Where to buy XLM in Türkiye: the short answer

If you live in Türkiye, you can buy XLM with lira on at least seven platforms that appear on the Capital Markets Board’s (SPK) temporary list: BtcTurk, Paribu, Binance TR, OKX TR, CoinTR, Bitlo and Safebit. BtcTurk, Paribu and CoinTR also run an XLM/USDT market. For most buyers, the sensible shortlist is the large, established names: BtcTurk, Paribu, Binance TR and OKX TR. Then let the live order book, fees and your bank decide. Bitexen, once a familiar name, does not list XLM and is under SPK restrictions.

This page reviews each platform through a Stellar lens: lira pairs, regulatory status, deposits and how withdrawals work under MASAK’s rules. For the bigger picture on the XLM/TRY market, Law No. 7518 and the tax debate, start with our Stellar Lumens in Türkiye guide. First-time buyers can also follow the general how to buy Stellar Lumens walkthrough.

What “licensed” means for a Turkish crypto exchange today

Search for the best crypto exchange in Türkiye and you will see “SPK-licensed” everywhere. Be careful with that phrase. Since Law No. 7518 took effect in July 2024, crypto platforms need SPK permission to set up and operate. But SPK is still processing applications. Platforms that were running when the law arrived could keep going under transition rules, and SPK published them on a temporary list of operating providers. At our latest check it held 40 trading platforms and 9 custody applicants. SPK says being on that list does not mean an entity is authorised. We found no confirmed final operating permit for any trading platform yet.

So the realistic test today is this: is the platform on the temporary list, and is it absent from the wind-down list of firms leaving the market? Every platform in the reviews below passes that test. SPK can also restrict platforms that stay on the list. In September 2026 it barred Bitexen from taking new customers or listing new assets. And it can seek access blocks against unlicensed foreign sites, as Turkish media have reported.

Turkish platforms with XLM/TRY, reviewed

The reviews below use market data we checked ourselves: each platform’s public API where we could reach it, and CoinGecko’s XLM ticker list otherwise. Volumes are a one-day snapshot, good for comparing depth but not a promise about tomorrow. We do not quote trading fees, because we could not verify current fee schedules on the platforms’ own pages. Check the fee table in each app before you trade.

BtcTurk: XLM in lira and USDT

BtcTurk is one of Türkiye’s best-known exchanges, and if you searched “btcturk xlm”, the answer is yes: XLM is listed. Its public market data showed live XLMTRY and XLMUSDT markets at our latest check, priced in line with the rest of the market. BtcTurk is on SPK’s temporary list, and its separate custody company is among the nine custody applicants. Its share of CoinGecko-tracked XLM/TRY volume was small in our snapshot, about 1.4%. Treat that as a reason to glance at the order book before a large trade, not as a verdict on the exchange.

Paribu: a large lira market for XLM

Paribu is a large, lira-focused retail exchange and one of the deeper XLM markets among Turkish names. CoinGecko showed Paribu’s XLM/TL market at about US$142,000 in 24 hours and XLM/USDT at about US$91,000. Its lira book was around 10% of all XLM/TRY volume. Paribu is on SPK’s temporary list, and Paribu’s custody arm is a custody applicant. Paribu writes the pair as XLM/TL, so a “paribu xlm” search usually lands on that market. If you want a lira order book with real activity, Paribu is a natural first look.

Binance TR: the local Binance company

Binance TR (Binance Turkey Kripto Varlık AŞ) is the Binance group’s Turkish company, and it appears on SPK’s temporary list. Its own symbol list showed XLM_TRY with spot trading enabled at our latest check. Binance’s global site also runs an XLMTRY market, which accounted for about 9% of XLM/TRY volume on CoinGecko. But Turkish residents are meant to use the local company, not binance.com. Binance TR’s own volume is not reported to CoinGecko, so we cannot rank its depth.

OKX TR: a global group’s Turkish arm

OKX TR is the Turkish platform of the OKX group and is on SPK’s temporary list. Its XLM-TRY spot market was live at our latest check, priced in line with other lira books. The OKX lira volume reported to CoinGecko was small, about 0.2% of XLM/TRY volume, so compare the order book with the bigger names before placing a sizeable order.

CoinTR, Bitlo and Safebit

CoinTR lists both XLM/TRY and XLM/USDT, confirmed through its public market data, and accounted for about 6.5% of lira volume in our snapshot. Bitlo has an XLM/TRY market, but it was very thin, around US$1,800 a day. In a book that small, even modest orders can move the price. The Bitlo platform is on the temporary list, while its separate custody company is on the wind-down list. Safebit, formerly Bitci, reported the largest XLM/TRY volume of all, about US$716,000 a day or roughly 53% of the lira total. That figure is self-reported and not verified by any regulator, so we would not treat Safebit as the market leader on that basis alone.

WhiteBIT: a question mark

WhiteBIT has a Turkish entity on SPK’s temporary list and a large XLM/TRY market on CoinGecko, about 20% of lira volume. We could not confirm whether Turkish users are served through the Turkish entity or the global one. Check which company you are signing up with before opening an account.

Platforms that do not list XLM

Not every big Turkish name trades Stellar. Bitexen showed only USDT/TRY in its public market data at our latest check, and SPK’s September 2026 decision bars it from new listings and new customers. Icrypex’s Turkish company is on SPK’s wind-down list. An Icrypex XLM/USDT market still shows up in market data, but it appears to belong to a non-Turkish entity with no lira market, so we do not recommend it to Turkish residents. Garanti BBVA Kripto, the bank-owned app on the temporary list, had no evidence of XLM in what we could check. Other platforms on the list, such as Bybit TR, KuCoin TR, Gate TR, MEXC TR, Midas and Bilira, were not checked for XLM/TRY. Look in their apps before you assume.

Pairs come from platform APIs and CoinGecko at our latest check. Volume shares are one-day figures and change daily, so use them to compare depth only.

Funding your account in lira: havale, EFT and FAST

Onboarding is similar everywhere. You verify your identity in the app, then deposit lira by havale, EFT or FAST from a bank account in your own name. Turkish platforms are obliged parties under MASAK’s anti-money-laundering rules, so expect identity checks. Supported banks, limits and processing times differ by platform, and we could not verify each list, so check the deposit screen in the app.

Be careful with older guides that suggest Papara. The fintech was placed under trusteeship in 2025 during a criminal probe, and its licence ended up in a court dispute, as Turkish Minute reported. Only use it if your exchange’s own help pages list it today. Card purchases of crypto from Turkish banks are not something we could verify for these platforms, so we do not cover them here.

Withdrawing XLM to a wallet: memo, waits and the travel rule

Moving XLM off a Turkish platform is routine, but three rules shape it.

  1. Wait out the MASAK holding period
A MASAK communiqué of June 2025 was reported to allow withdrawals only 48 hours after a purchase or deposit, and 72 hours for a user’s first withdrawal. Buying XLM and sending it out the same afternoon is usually not possible.
  2. Get the memo right
When you send XLM to another exchange, copy the memo it shows you exactly. Platforms use it to credit your deposit, so a missing or wrong memo can delay it or lose it. A personal wallet usually does not need one. Our XLM transfer and fees guide explains the details.
  3. Expect travel-rule questions
Under MASAK’s travel rule, transfers of 15,000 TL or more must carry sender and recipient information. Your platform may ask who owns the destination address or which exchange it belongs to.
  4. Send a test first
Start with a small amount, confirm it arrived on the Stellar network, then send the rest. A new Stellar wallet needs at least 1 XLM to activate.

If you plan to hold for the long term, our Stellar wallets guide helps you pick a self-custody wallet.

Global options and foreign platforms

For Turkish residents, the law points firmly to local platforms. Law No. 7518 treats services aimed at people in Türkiye by foreign-based platforms as regulated crypto activity, and SPK can seek blocks against unlicensed ones. That is why Binance and OKX serve Türkiye through local companies, and why several foreign groups’ Turkish entities, including Coinbase’s and Bitget’s, now sit on the wind-down list.

If you live outside Türkiye, a lira exchange is the wrong tool anyway. A platform licensed where you live is simpler. One long-running option is CEX.IO, founded in 2013. It sells XLM by card to verified customers in eligible countries and is registered with the UK FCA under the Money Laundering Regulations. Availability depends on your country, and Türkiye’s rules on foreign platforms apply to anyone resident there, so check before you sign up. Our Asia hub links the guides for other markets.

How to choose the best crypto exchange in Türkiye for XLM

Start with status. Is the platform on SPK’s temporary list, absent from the wind-down list and free of restrictions? Then look at the market itself. Does it run XLM/TRY, or only XLM/USDT? How deep is the order book when you open it? For most people that narrows the field to BtcTurk, Paribu, Binance TR and OKX TR, with CoinTR as another option and Bitlo better suited to small orders. Next, check practical details in the app: the fee table, your bank’s transfer support and the withdrawal network and memo for XLM.

Finally, compare the XLM/TRY price with the global dollar price on our XLM price page before a big purchase. A gap between the two means you are paying more or less than the wider market. XLM is volatile, nothing here is investment advice, and our regulation and safety guide is worth a read before you commit serious money.

Frequently asked questions

Which is the best crypto exchange in Turkey for XLM?

There is no single winner. BtcTurk, Paribu, Binance TR and OKX TR all run XLM/TRY markets and appear on SPK's temporary list, and BtcTurk and Paribu also offer XLM/USDT. Pick a platform on SPK's list, compare the live XLM/TRY order book and fees in the app, and favour the one that works smoothly with your bank.

Does BtcTurk list XLM?

Yes. At our latest check, BtcTurk's public market data showed live XLMTRY and XLMUSDT markets. BtcTurk appears on SPK's temporary list of operating crypto platforms, and its custody company is among the custody applicants.

Can I buy XLM on Paribu?

Yes. CoinGecko's market data showed Paribu running both XLM/TL and XLM/USDT markets at our latest check, with meaningful daily volume on each. Paribu is on SPK's temporary list of operating platforms.

Why can't I withdraw my XLM straight after buying it?

Turkish platforms apply MASAK rules. A June 2025 communiqué was reported to allow withdrawals only 48 hours after a purchase or deposit, and 72 hours for a user's first withdrawal. Transfers of 15,000 TL or more also need travel-rule data about the sender and recipient.

Can Turkish residents use foreign exchanges like binance.com?

Law No. 7518 treats services aimed at Turkish residents by foreign platforms as regulated crypto activity, and SPK can seek access blocks against unlicensed ones. Binance serves Turkish residents through its local company, Binance TR. Check SPK's lists before using any platform. Our Türkiye country guide explains the rules.
